CISA Seeks Feedback From Infrastructure Sector On Incident Reporting Regulations

The Cybersecurity and Infrastructure Security Agency (CISA) has announced a series of sector-specific and general town hall meetings this March and early April to gather additional stakeholder feedback on its long-awaited cyber-incident reporting regulation required by the Cyber Incident Reporting for Critical Infrastructure Act of 2022 (CIRCIA). The draft rule, first published in April 2024, would require critical infrastructure owners and operators to report substantial cyber incidents to CISA within 72 hours, but industry groups and some lawmakers have raised concerns about its scope, burden, and which entities are covered. At the town halls, CISA is seeking “specific, actionable improvements” on aspects such as report content, size-based criteria, subpoena processes, and whether cloud or managed service providers should be included, while emphasizing it aims to balance cybersecurity benefits with minimizing undue burden. The meetings will be recorded and transcripts posted to the rulemaking docket, though CISA says it cannot share nonpublic deliberations or guarantee specific policy outcomes during the sessions.

MultiCare Files Suit Against Optum, Change Healthcare For Unpaid Claims

MultiCare Health System has filed a lawsuit against Optum and its subsidiary Change Healthcare in Washington federal court, alleging that Change Healthcare failed to properly manage coding and billing for its anesthesia services at Capital Medical Center, leaving about $1.2 million in claims unpaid and unrecoverable after processing delays and missed submission windows. MultiCare says it repeatedly raised concerns about billing issues in late 2023 and early 2024 and even issued a breach-of-contract notice in August 2024, but the problems persisted; after a wind-down period, the outstanding claims remained and MultiCare says it cannot mitigate its losses. The system is seeking at least $1.2 million in damages, and the defendants deny the allegations. Change Healthcare merged with Optum in 2022, and the case was moved from King County Superior Court to federal court.
